Jim, steel wool works great. Just a cup of vinegar in a pint jar, one 
pad of steel wool, any grade. Let sit for at least a couple days, it 
slowly gets stronger over time.

They were traditionally turned from dense hardwoods such as ebony. No 
clue if you can still get ebony but I'm sure there are substitutes that 
will do ok. Mesquite is pretty close I think. You can use the ebonizing 
technique referred to above.
One critical aspect would be fitting the joint to the clarinet body. 
They typically use cork rings on the male joint. I think the horn has 
the male joint, been so long since I handled a clarinet - used to play 
it in junior high school.
